Council Highlights April 25 and May 9, 2016
The Allotment Commission presented the results of the most recent allotment process with yi səxʷḱʷinaʔməm (Council). In accordance with those recommendations, yi səxʷḱʷinaʔməm allotted the following lots on Falcon Lane to the following individuals:
- Lot 539 to Thomas Knoek
- Lot 540 to Eric George
- Lot 541 to Jacqueline Bailey Marcellay
- Lot 542 to Theodore (Ted) Clough
- Lot 543 to Mike and Bonnie Watts
- Lot 544 to Lenora Posella-Holding and Dianna Harper

yi səxʷḱʷinaʔməm approved the following donations:
- A couple of WFN blankets to the 8th Annual Earth Wind Fire Nature Trust event to be held on siyaʔtən (June) 18th at the Delta Grand Okanagan Resort. The goal of the Nature Trust of B.C. is to maintain the province’s unique diversity of ecosystems and sustain nature for future generations. - Up to $1,000 to the Heart and Stroke Foundation through matching funds raised by WFN staff participating in the annual Big Bike Ride. Through this joint fund-raising effort, WFN was able to raise $1,440 for research to help decrease the incidents of heart disease and strokes.
yi səxʷḱʷinaʔməm gave Third Reading to, and enacted, the following Capital Expenditure Bylaws and Local Revenue Laws:
- Sensisyusten Gym Audio Upgrade Capital Expenditure Bylaw No. 16-TX-04 for the expenditure of up to $35,550 for the audio equipment upgrade project for Sensisyusten Gym.
- Westbank First Nation Local Revenue Law 16-LRL-01 for the expenditure of up to $70,000 of Water Transmission Development Cost Charges for the construction of a 300 mm waterline from the east side to the west side of Highway 97.
yi səxʷḱʷinaʔməm gave First Reading to the following Capital Expenditure Bylaws and Local Revenue Laws:
- Westbank First Nation Local Revenue Law 16-LRL-02 for the expenditure of up to $1,300,000, of which $650,000 will be funded from the IR No. 09 Road DCC Reserve Fund and $650,000 from the Property Taxation Contingency Reserve Fund, for the IR No. 09 Phase XVI Sidewalk Project.
- Westbank First Nation Local Revenue IR No. 09 Old Okanagan Highway Phase XVI Sidewalk Street Lighting Storm Water System Capital Expenditure Bylaw 16-TX-06 for the expenditure of up to $650,000 from the Cumulative Fund for the purposes of the Old Okanagan Highway Phase XVI Sidewalk, Street Lighting and Storm Water System Project.

yi səxʷḱʷinaʔməm approved the award of architectural consulting services for the renovation, upgrading, and expansion requirements for the existing Sensisyusten House of Learning building, in the amount of $99,758 to Meiklejohn Architects. yi səxʷḱʷinaʔməm appointed Corinne Derickson to the WFN Public Art Committee for a 3 year term in accordance with the Terms of Reference for the PAC. The purpose of the PAC is to promote WFN culture through the arts, act as a resource to Council and staff on the implementation of a public art program, support activities that benefit and advance public art on and off WFN lands, and administer a public art selection process for the commissioning or purchase of public art.
