All property development proposals require a permit application. Please review the development permit application below. The application document outlines general requirements, such as conceptual development plans, legal and technical information to be provided, development cost charges and fees, utility connection fees, building permit fees, and other charges.

Process

The first step in the development proposal process is submitting an application. Refer to the development application document (links above) to review next steps and more information about the process.

Overview of Stages 1-5

Stage 1: Application

  1. Developer submits Development Permit Application and associated fees
  2. Permit is processed
  3. Staff report to Council
  4. Council provide Stage 1 Approval

Stage 2: Approval

  1. Developer submits development plans (engineered certified drawing)
  2. Plans processed (staff review and referral to applicable external agencies)
  3. Staff report to Council
  4. Council provide Stage 2 Approval

Stage 3: Pre-construction

  1. Developer enters into a Development Permit and Servicing Agreement
  2. Development Cost Charges and any other applicable fees are paid
  3. Developer provides Bonding / Letter of Credit
  4. WFN Engineer provides developer with Certificate to Commence Construction

Stage 4: Construction

  1. Developer's engineer monitors construction and provides inspection report for review to WFN and designated reviewing agences

Stage 5: Project Completion

  1. WFN confirms project Substantial Completion and releases bonding
  2. Developer's engineer submits As Built plans and certification of total completion
  3. WFN confirms project Total Completion and notifies Council

Regulatory Framework

WFN Land Development

Development on WFN lands is regulated in accordance with WFN laws, standards, policies and procedures, Health Canada and Environment Canada regulations, and applicable Provincial and Federal legislation. Unlike most First Nation governments in Canada, WFN has full jurisdictional control over its lands and resources, in accordance with the WFN Constitution.
